Subsequently, the prosecutor conducted an on-site investigation of over 100 battery swapping cabinets operated by four lithium battery swapping companies within the jurisdiction. Through on-site inspections, inquiries, and data reviews, evidence was fixed and it was found that there were illegal facts such as improper placement and selection of battery swapping cabinets, installation of battery swapping cabinets without fire separation, failure to equip fire-fighting equipment, or non-compliance with fire-fighting equipment. The Longquanyi District Procuratorate took the initiative to hold a joint meeting with emergency and fire departments, and hired professional personnel from the fire department to serve as prosecutor assistants to jointly participate in the case, analyze relevant policy regulations, clarify departmental regulatory responsibilities, and identify blind areas in the supervision of fire safety at the installation site of power exchange cabinets. The hospital commissioned fire engineering experts from Southwest Jiaotong University to conduct a demonstration and assessment of the fire safety hazards and consequences of the installation of lithium battery battery swapping cabinets. Representatives of the National People's Congress, members of the Chinese People's Political Consultative Conference, functional department representatives, industry experts, and responsible persons of swapping enterprises were invited to participate in a public hearing to reach a consensus with relevant departments on the safety hazards and remediation measures brought by the non-standard installation of swapping cabinets to public safety. The Longquanyi District Procuratorate also promoted the release of the "Division of Safety Supervision and Management Responsibilities for Electric Bicycle Battery Swapping Sites in Chengdu Economic and Technological Development Zone (Longquanyi District)" and "Guidelines for the Construction of Lithium Battery Swapping Cabinets for Electric Bicycles in Chengdu Economic and Technological Development Zone (Longquanyi District) (Trial)" by the District Safety Production Committee in September 2022, clarifying the division of safety supervision and management responsibilities for electric bicycle swapping sites, providing guidance and standards for the construction of lithium battery swapping cabinets for electric two wheelers in the jurisdiction, and solving problems such as the lack of fire safety supervision and industry standards for electric two wheeler lithium battery swapping enterprises in the "replacement charging" new format from the source, promoting the healthy and orderly development of new formats.
